BAB I
Kenaikan BBM dan Pembatasan BBM
Kenaikan BBM memberi ruang pembangunan dan mengajukan kenaikan Bahan Bakar Minyak (BBM) bersubsidi dilakukan mengingat terus melambungnya harga minyak, sehingga pembatasan BBM bersubsidi tidak lagi efektif. Pemerintah tidak akan melakukan pembatasan BBM bersubsidi jika sudah menaikkan harga BBM bersubsidi. Pembatasan BBM hanya akan diberlakukan kepada kendaraan dinas pemerintah.
Seperti diketahui, UU APBN 2012 mengamanatkan kebijakan pengendalian subsidi BBM berupa pembatasan konsumsi per 1 April. Namun, praktiknya menjadi berlarut-larut dan memunculkan opsi lain berupa kenaikan harga BBM, seperti yang tertuang dalam Peraturan Presiden No.15/2012. Di tengah kondisi perekonomian global dan domestik saat ini, menaikan harga bahan bakar minyak (BBM) menjadi kebijakan yang sulit untuk dihindari. Salah satu indikatornya adalah kecenderungan harga minyak mentah yang meningkat sangat tinggi di pasar internasional. Menurut Armida, pilihan terkait pembatasan maupun kenaikan harga BBM adalah satu paket. Semua opsi saling terkait satu dengan lainnya. Pilihan-pilihan itu juga harus dikaji secara cermat.
Dalam ketentuan pasal 7 ayat (6) UU No 22 Tahun 2011 tentang APBN 2012 dijelaskan bahwa harga jual BBM bersubsidi untuk tahun 2012 tidak dinaikkan. Inilah yang kemudian dijadikan pegangan pemerintah untuk menolak kenaikan harga bensin/solar dan lebih percaya diri untuk melaksanakan pembatasan BBM bersubsidi.
BAB II
Mengatasi Kenaikan BBM dan Pembatasan BBM
Usulan pemerintah yang akan menaikkan harga BBM bersubsidi pada 1 April 2012 mulai ditanggapi penuh oleh para pelaku bisnis maupun pihak lainnya. Mereka mulai menghitung dampak rencana kenaikan harga BBM dan pembatasan BBM. Tak hanya pengusaha disektor transportasi, malainkan hamper seluruh pelaku usaha.
Presiden ketiga RI BJ Habibie angkat suara terkait rencana kenaikan harga bahan bakar minyak (BBM) yang akan dilakukan pemerintah pada 1 April mendatang beranggapan bahwa kenaikan BBM akan memiskinkan masyarakat khususnya bagi para pengendara sepeda motor yang kini jumlahnya mencapai jutaan.
Selain berdampak pada para pengendara sepeda motor, lanjutnya, kenaikan BBM juga akan berdampak pada turunnya daya beli masyarakat. Hal ini karena harga bahan kebutuhan pokok akan melonjak tinggi harganya.
Dalam rapat kerja dengan komisi VII DPR, Kementerian Energi dan Sumber Daya Mineral (ESDM) mempertimbangkan dua opsi terkait kenaikan harga BBM. Pertama, menaikkan harga BBM bersubsidi Rp 1.500/liter, sehingga premium naik menjadi Rp 6.000/liter. Kedua, pemerintah mengusulkan mematok secara tetap dana subsidi hanya Rp 2.000/liter. Artinya, berapapun harga bensin dan solar di dunia, pemerintah akan menyubsidi sebesar Rp 2.000/liter.
Seorang pejabat Kementerian Keuangan mengungkapkan bahwa kemungkinan besar pemerintah akan memilih opsi kedua, karena pengeluaran pemerintah untuk subsidi akan lebih pasti. Meski, hal tersebut juga masih mungkin akan membengkak jika konsumsi premium atau solar masyarakat meningkat.“Tapi berdasarkan simulasi pertumbuhan konsumsi, subsidi sebesar Rp 2.000/liter tetap layak,”kata pejabat itu.
BAB IV
Antisipasi Pemerintah
Menghadapi berbagai keluhan dan perhitungan dampak kebijakan dari pelaku bisnis, menteri ESDM pun angkat suara. Jero Wacik mengatakan, pemerintah terpaksa menempuh kebijakan menaikkan BBM karena kondisi keuangan pemerintah yang semakin berat. Dia pun menjamin bahwa keputusan kenaikan ini sudah melewati proses pembahasan yang transparan.
Pemerintah juga berjanji tidak akan melepaskan harga BBM subsidi sesuai dengan harga pasar. "Makanya kita ingin pegang subsidi sebesar Rp2.000 per liter, sambil kita cari sistem apa yang paling tepat untuk mengurangi beban subsidi BBM," tandasnya.
Pemerintah pun bergerak cepat dengan segera menggulirkan program bantuan langsung tunai (BLT) sebagai bentuk kompensasi bagi masyarakat tidak mampu. Lewat bantuan langsung sementara masyarakat (BLSM), pemerintah siap menyediakan anggaran lebih besar dan durasinya lebih di perpanjang.
Selain BLSM, pemerintah juga member kompensasi berupa penambahan subsidi siswa miskin, penambahan jumlah penyaluran beras miskin, dan subsidi pengelola angkutan masyarakat/desa.
BAB V
Kesimpulan
Kenaikan harga BBM tersebut merupakan antisipasi untuk menekan pembengkakan subsidi pemerintah yang dianggap memberatkan APBN. Jangka panjang program konversi dari BBM ke gas akan tetap dilanjutkan, diharapkan bisa mengurangi pemakaian BBM dalam jangka panjang karena biayanya haya 60% dibandingkan dengan harga BBM.
Menjaga agar pembatasan BBM bersubsidi tepat sasaran sangat penting. Jangan sampai, konsumsi bensin mobil pribadi dan kendaraan umum dibatasi, namun dampaknya malah membuat pengguna sepeda motor melonjak drastis hingga konsumsi BBM bersubsidi justru akan makin tidak terkontrol.
Kenaikan harga BBM jenis premium Rp 6.000/liter di tingkat konsumen masih bisa diterima, sebab harga BBM bersubsidi sebesar ini sudah bertahan bertahun-tahun. Kenaikan harga BBM tersebut, akan menekan beban subsidi BBM hingga puluhan triliun rupiah. Penghematan anggaran ini harus dikembalikan langsung ke masyarakat dalam bentuk perbaikan fasilitas kesehatan dan perbaikan infrastruktur transportasi.
